COMMUNITY BLOCK GRANT PROGRAM


The Community Services Block Grant (CSBG) provides funds to state and local agencies to support efforts that reduce poverty, revitalize low-income communities, and lead to self-sufficiency among low-income families and individuals. Community Services Block Grant is a movement that was derived from the legislation of the Economic of Opportunity Act of 1964, also known as the “War on Poverty.” This act launched during the Presidential Administration of Lyndon B. Johnson. Low income individuals were empowered by serving in decision-making roles to eliminate the causes of poverty by promoting economic self-sufficiency, responding to immediate needs and advocating for the most valuable populations.


North Carolina General Statute 143B-181.1(a)(11) establishes a Home and Community Care Block Grant (HCCBG) for Older Adults to be administered by the North Carolina Division of Aging and Adult Services (DAAS).

The Home and Community Care Block Grant, effective July 1, 1992, is comprised of funding for in-home and community based services currently available through the DAAS as well as a portion of funding targeted for in-home and community based services previously administered by the North Carolina Division of Social Services.
